European Union: The establishment of order must serve as a deterrent to war leaders in Sudan – Coach News
The European Union is developing a framework for sanctions for Sudan to eventually target the main actors in the war there, by banning travel and freezing assets and bank accounts, according to what Reuters reported, citing diplomatic sources familiar with the matter.
Diplomatic sources said that member states late last week exchanged a document proposal and details will be discussed in the coming weeks. The sources added that the aim is to finalize the framework by September, and it can then be used to compile a list of banned individuals and companies. US President Joe Biden signed an executive order in early May that lays the basis for possible US sanctions. The European Union already imposes sanctions on entities and individuals associated with the Russian private military group Wagner led by Yevgeny Prigozhin, including its operations in Sudan and two gold companies. One of the sources said: “The regime situation should act as a deterrent to warlords in Sudan (…) It is a final warning.”
The Sudanese war broke out in April between the army led by Lieutenant General Abdel Fattah al-Burhan, who overthrew former President Omar al-Bashir in 2019, and the paramilitary Rapid Support Forces led by Lieutenant General Mohamed Hamdan Dagalo, known as Hamidti. Last July, the UN Special Representative for Sudan, Volker Peretz, indicated that there were no signs of a quick resolution to the conflict, which “threatens to turn into an ethnic civil war.” Diplomatic mediation efforts have so far failed and both sides have used the ceasefire to regroup.
Earlier this month, the International Organization for Migration estimated that three million people were displaced by the fighting, and more than 700,000 fled to neighboring countries such as Egypt and Chad. A humanitarian crisis looms on the horizon, with aid not being disbursed or not reaching its destinations.
